Newbie SRS question - 1992 240 200

I bought a really nice 1992 240. However the previous owner bumped a light pole and discharged the air bag. They replaced the steering wheel with one that does not have an airbag.

I've purchased a complete air bag system on e-bay from another 1992 volvo 240.

When I connected all the components and installed the steering wheel - I noticed that the back of the steering wheel is not touching the contact reel. It is seperated by about 1/2-1/4 of an inch. Is this normal??

(note - the non-airbag steering wheel was not as deep and the previous owner installed a spacer and there was a spring. - I removed the spacer but left the spring in place. )

besides the contact reel - not contacting - the install was pretty simple.
