hard start 700 1990

I have a 740, 4 cyl, non turbo, regina system, 275,00 miles. starts very hard, turns over fine, but does not start right up. have to really grind on the starter a while for it to start. have new plugs wires, cap and rotar and spark plugs. also it idles very rough even when it is warmed up. starts fine when it is warmed up also. thanks for any help. john
