Was looking under car today. Rust found under front driver's seat and into floor board of rear bench seat. Rust not all the way through except in a 3 inch section. Is this common and what may the source be?

P.S. Car was in southern california for 7 years, nevada for 12 years, wisconsin for 4 years.
