Hesitation 900

As the weather cools off here in Southeast Texas in the morning, I am noticing some pretty bad hesitation with the Swede ('96 960)just until it warms up. If i hold the pedal steady, it's almost like it chugs, though I have been watching the tach, and it really doesn't fluctuate. If I step on the gas, it's taking a half second or so for the engine to respond. Then the RPM's jump up to normal when it finally engages...any suggestions? Note: I do have a small tear in the intake hose right where the flame trap fits into it. Maybe TPS is going south?
