Cruise Control continues to accelerate/ no 'reduction" - '87 740T 700 1987

The thing seems to work; I know the pump works and the diaphragm holds, except there is no modulation of the speed. It holds the throttle on level or uphill, but will not release throttle pressure, so it continues to accelerate.

Nothing in the (crappy) Haynes or FAQ on this one. It looks like a factory install, but I cannot find the control unit behind the left kick panel.
