P/S hose clamp 200 1986

This is an '86 245, 118k mi.

A few days ago I noticed a broken hose clamp on the power steering pressure hose. I can't see anything that the clamp is supposed to hold, both ends of the hose being secured. Anyway, I haven't driven the car since I discovered it, not knowing the function of the clamp and wishing to avoid unexpected loss of power steering.

These hoses are probably 20+ years old. Best to replace them?

What's the clamp for? Thanks.
