88 760T ABS Brake Shuttering with Converter check error

To confirm fault caused by ABS system I disconnected the ABS Control Module & shuttering went away. I went through all the Fault tests i the Volvo Service Manual. All checks were OK accept for the Converter Unit. No voltage was read as described between ground & terminal #2 terminal.
I'm not sure of the Converters purpose. Reading other posts, its seems to be used for the speedo.
Anyone have experience that replacing the Converter should correct my ABS shuttering problem?
