Ignition switch or Starter? 900

Hello,

My 93 940 has for the past week done the following:

Sometimes it will start no problem like nothing is wrong.

Other times, when I turn the key nothing happens, then if I turn it back off and turn it again it will start right up, or sometimes it will take two "turn off/on twists of the key to get it to start. I hear the solenoid click when it doesn't start on the first one or two tries. Which I guess just answered my question about the ignition switch - it must be o.k. So any thoughts on the starter? voltage regulator? etc. Someone told me the starter can get a "flat spot" that won't allow it to engage and the first tries turns it a little etc.?
