Rear valence removal for trailer hitch ? 200 1993

I bought a Volvo EOM hitch on ebay for my 93 240 wagon. The curved tubular things, class 3, with 2 inch receiver. I expected an easy install, but no such luck. I can't even figure how to get the rear valence off!

I found two TORX screws and four larger hex screws at the rear edge. The valence wraps around the rear fenders to the wheelwell. There are factory mudflaps. The mudflaps each have two screws inside the wheelwell that I loosened since the leading edge of the valence was attached there. Now I see no other screws but the wraparounds won't budge. It appeared that they were snapped in or something, so I gently pried one side at the top where it met the fender. An couple of inches gave way but it seemed that they are glued (!) to the fender ?

I'm hesitant to go any further without knowing what else is holding them on. Are there any clips under there ? Just glue ? Is there anyone who has removed one of these before that can guide me so that I don't damage the valence ? Couldn't find anything about removal in the Bentley or the archives.
