No buzz when ignition key turned; is this normal?

Just curious. No matter if the car has been sitting overnight or just restarting at the drive-thru window...the main fuel pump will not buzz unless I turn the key a second time from the off position. Does indicate a failure somewhere?

Most k-jet fuel relays trigger on initial power up, some don't. It depends on the internals and the manufacturer. There is no way any part of your car can sense the residual pressure.

This usually indicates that your check valve (that holds the pressure when the pump isn't running) is stil in perfect working order.
