My front headlight is out but the highbeams works the taillights and parking lights do not work at all!!! The bulb failure comes on only when the parking lights or headlights come on. The fuses are ok Any input is greatly appreciated

You didn't give the year of car...there was a big change in the headlight circuitry in 86. Pre-86 the headlight switch carried all the current and is a well documented source of intermittent or dead lights, due to burning of the internal contacts. Volvo put a relay in the circuit in the later cars, and the burnout problem moved to it and its harness connector. Check whichever applies.

And don't assume that non-blown fuses are "good". They develop corrosion at the point where they contact the holder and won't pass adequate electric current. Twist and wiggle the appropriate ones and see if you get the lights you want. If this works, disconnect the battery and remove all fuses and wire-brush the holders and lightly scuff the fuse ends with fine sandpaper, because the rest are just waiting to cause problems.

If it is only one side of your headlights it is possible that the wiring has gone bad. Most of the stock wiring with old Volvo's deteriorates, especially under the hood. Of my three 240's that I have owned, two have required new headlight wiring harness. I figure if 1 wire is bad, the other ones are not far behind.

Before you replace the whole harness, try just replacing the section of wire from the relay to the bulb.

Check the ground wire located just forward of the turn signal switch.
To do that, just remove the top half of the plastic shroud behind steering wheel.
Loose ground there killed our headlights, gave us high beams only.

Take appropriate precautions if car has airbags - disconnect battery, maybe other precautions needed.
