Relieving fuel pressure 200 1983

Fellas:
Question here: trying to replace fuel filter, pulled fuse 5 & 7 (in tank and main pump), started car, fired right up, never stopped, obviously still getting fuel. Looked at the fuse terminals, there's actually nothing connected to this two fuses. I wonder if PO did some switching around of wires. I want to correct this, so which wires should go to which terminal? I'm no electrician. Thanks in advance.
Denny

When I pulled the fuses on my 90 to replace the fuel filter, my car also continued to run. Do as the other poster recommended. Pull relay or 25 amp fuel injection fuse if your car has one??

another way to relieve the fuel pressure is to disconnect the fuel pump relay and then attemp to start the car. I have an 84 244dl and the fuel pump relay is behind the carpeting at the front passengers feet. There are two little boxes there. The fuel pump relay is the one on the bottom. At least that's the way it is on my car....Or if you can't find the fuel pump relay, go to the 25 amp fuse under the hood (attached to the driver's side fender near battery). This fuse controls power to the fuel pump relay. If you remove the fuse, you can attempt to start the car to relieve the fuel pressure....
