No 12V at Fuse #4 87 240DL...HELP

Another question that is concerning my problems with my 87 240 DL.

with further testing I find that the voltage at fuseholder 4 for the intank pump never reads 12V ! What should I get as far as meter readings and any idead what to check next?

Sounde silly....but make certain key in in the 'run' position when testing.

12V at Fuse #4 87 240 comes from fuel pump relay via 25amp fuse. Check fuse first...........mni.
