Hard Start 700 1992

The car in question is actually a '93 940 with Regina FI. It is hard to start when the engine is cold, and needs to crank for a good 30 seconds before starting. Once started, it runs well, but is slightly down on power until warmed up. When the engine is warmed up, it starts right up and makes good power. Any help would be appreciated.

    Could it be that the fuel in the line is returning to the tank? When is the last time you changed the fuel filter, it could be very dirty. If you wait 5-10 seconds wuth the key in position II, before going to pos III, will it start sooner? I would suspect the filter.
