Interesting question.
Velocity wise, I would say the valves....in that they have a shorter distance to travel than the piston. However, each valve should only cycle once every forth cycle of the piston. The piston has a further distance to travel, and is in constant motion, whereas the valves are at rest (for a brief period) during three of the pistons cycles.
I'm sure there are those out there who can figure the exact time it takes for a piston and it's valve to function, and be able to mathamatically come up with the ration of speeds as to RPM's. Not me.
