Tranny not shifting into overdrive until warmed up? 200 1983

My 1896 Volvo 240 wagon with an aw-71 tranny does not seem to like to shift into overdrive until things warm up, or so it seems. I can cruise down the freeway soon after starting and it will stay in 3rd. If I pull off after a few miles and get back on again, then it will go into overdrive. Fluid looks good and is halfway between the marks when warm. Does the kickdown cable affect this? Put in a bit more fluid? Please help.

One of the least expensive things to do is change the fluid. Might solve the problem, and won't hurt a thing.
