Auto Transmission. 4th gear won't engage 700 1991

I have problems with 4th gear. Sometimes when I start the car the 'shift up'arrow on the dash is lit and it won't go out. When this happens the car won't shift from 3rd to 4th, so I lose the benefit of 4th gear.
Sometimes the 'shift up' arrow goes out on its own after a while and then I have 4th okay. The arrow does not appear while driving, just at start up.
This is an intermittent problem.
I replaced the relay that lies behind the ash tray, but no improvement. However it was a used relay that was considered to be good.
Ideas?

    It's either the OD relay or the connections to in in the fusebox.
    When you remove the coin tray/ cig lighter piece, you can then unclip the fusebox with a large white plastic clip on each side, and pull it out. It's a little stiff since there are so many wires, but there is enough length in the cables and it allows you to inspect the socket for the OD among other things. I think I had to remove that relay (right front) to get the fusebox out to where I could work on it.

    I think since the "Shift up" light is coming on and off, it would point toward the relay behind shifter. My auto trans was doing near the same with the exception of the light... The dash light would not come on, but the trans would sometimes drop out of OD then a few miles later up shift back...My problem turned out to be the solinoid on the trans. Good luck..
