rpm flutter at > 2500 RPM 700 87

I have a 13 year old Volvo 740 Turbo and during highway driving at a constant speed the engine RPM flutters every 30 seconds or so (i.e. RPM dips down to 2300 from 2500 then back up in less than a second). Is this a fuel injection problem?

    i have an 87 760 turbo and i have virtualy the same problem. mine does the same thing on the tac but the engine doesn't seem to be changing. are you sure it's the engine or is it just the tac?
