I’m a 240 man and haven’t looked into the 900s much but in the mid to late eighties Volvos went to an electric vacuum pump mounted above the brake booster on 240s. But it can be located anywhere.
The most common things that knocks out a cruise control from working is a split vacuum line or maladjusted foot switches, that the vacuum lines hook too.
A hand held vacuum pump is handy for checking these and dash vent vacuum motors.
The cruise gets canceled electronically also through a taillight activation taking a circuit, in the brain, to ground that way. So IT cannot think the taillights are activated either or it will stay dead.
Now to back up to some another simple thing and that’s the power supply.
I Always check all fuses first on a 240 because they are in the door hinge area. Not the greatest place but easy accessibility.
On the 700s and probably the 900s it’s probably in a more difficult place to access but none the less, you would be wise to check FAQS and ask for a links on the board.
I don’t know if CleanFlameTrap.com gets into the 900s but they have to be similar.
There are good diagrams to be seen or had from those more knowledgeable than I.

The Board has slowed down a bit but is still a great source for all Volvos that are still stock and unmolested!
