Right Rear Tail Lights Don't Work 200 1988

1988 Volvo 240 DL with about 300k miles

The two bottom red tail lights don't work when I turn on the headlights. However, everything else works on both rear lenses, i.e. the back-up lights, turn signals, flashers, and brake lights (the left rear red lights come on when I turn on the headlights.

The right rear lens looks newer. I switched out the left side's bulbs, but the right side bottom red lights don't work.

    Check the flex circuit board for damage, wear and bad manufacture.

    Check to be sure the tag lights work. If they don't, check fuse 15. If they do, check the bulb out sensor.

      The license plate lights work.

      The fuse under the driver's left leg shows continuity; I changed it out anyway.

      The right upper front yellow light doesn't light; switching bulbs with its functioning partner on the left still doesn't light.

      According to my test light, there's no voltage to the two lower red lights.

      Where do I find the bulb out sensor?

    check for proper grounds to those bulbs.

      Thanks.

      They work when pressing the brake pedal, reverse, and hazards, blinkers, but not the tail ligts when I turn on the headlights. Where on the bulb assembly do I check grounds?
