Hope you're well. You're correct: a B234 engine was installed in 1991 940s, that did not have the "SE" rating.
Thus, the part numbers for the decals relating to vacuum hoses - that I provided in an earlier post - are correct for your car.
As the vacuum hose in question goes through the firewall, it is not related to engine management.
Does the climate control's "Recirculate" feature work correctly? On the VADIS climate control diagram, the vacuum hose that goes to the bellows, which actuates "Recirculation" seems separate from the supply of vacuum to the "doors" that control airflow (i.e., to dash vents, windshield, floor, etc.).
A VADIS vacuum hose diagram shows that the hose from the intake manifold goes to a "T", from which run two hoses, each to a check valve. The diagram does not show where those two hoses go, after they leave the each check valve.
Thus, trace the vacuum hose(s) from the intake manifold to find one that goes to a "T". Then, see where go the hoses that run from that "T". It may be that someone disconnected the hose that goes from the "T" to the climate control unit's "recirculate function". That hose now dangles loose, in the engine bay.
