no start 200 1988

Replaced fuel relay with new one no still not clicking when ignition turned on
Tried jumping 4 and 6 fuses and pumps will not run
I have spark
I have 12 volts from fuses 4 and 6
Car has been siting for several months started about once a week
now it will not start
