No dash lights 900 1992

When I turn the ignition key on with car cold, the only dash light that is on is the seat belt warning light. Car starts fine and runs great. When I turn the engine off, with key still on the on position, the rest of the lights will light up. Any ideas?

I would think that it probably is the grounds that need to be cleaned
