Is the cold idle at 750 RPM or is that the warm idle? If that is the cold idle, the warm idle will be way to low if your aux air valve is working.
With the D jet, the normal procedure is to set your idle speed when the engine is warm, around 850 RPM as I recall (check your service manual to confirm). Just in case you are not up on the idle setting process, do not use the stop screw on the throttle cable to set idle. Use the large screw at the bottom of the intake manifold to set the idle speed. If the throttle stop screw has been adjusted you have to go through the process of readjusting the throttle position switch.
With the warm idle set around 850 RPM, your cold idle will probably be up at around 1100 + RPM if your aux air valve is working.
