I was replacing the heater control valve to correct a coolant leak and
in the process, noticed these two parts which seem to function together.

The one to the right, the black one is the one obviously damaged.
(ps this is not an actual pic of my 1994 940 standard engine)

There is a cable coming from it and an exposed spring on the inside.

Can someone tell me what they are called and what they do.
I've not noticed any drivability issues.

Hi,

The white one is the throttle spool to which the throttle cable from cabin is connected. The black one is the cruise control servo which has a vacuum activated diaphragm to "pull" the throttle spindle via cable.

Are there instructions on the Board how to "re-charge" the vacuum ?

Hope you're well. The black rubber cruise control servo does not have a "charge". When the vacuum hose is attached - and the engine is turned-on - the intake manifold generates vacuum.

When cruise control is engaged, vacuum is supplied to the servo, which holds the throttle spool at the position required to hold the speed chosen.

When cruise control is disengaged - by applying the brakes or using the switch on the control stalk - the vacuum is released and the servo releases.

Cruise control vacuum servo, it holds the throttle cable steady when you set the cruise control.
