Electrical fault 140-160

I have a problem which has arisen in my 142S, it is electrical.
The fuse to the windscreen wipers/washer, "blows" immediately the ignition is engaged.
If I replace the fuse and turn on the wipers and/or the washer, not turning on the ignition, they work without any hesitation, so I assume that I have no problem with these motors.
There is no voltage across the fuse terminals until I switch the ignition on, then there is 12.6 volts and the fuse immediately blows!!
Where should I look first to see how this could be happening??
Any help will be greatly appreciated

I now have a fix of my problem.
The previous owner had installed an electric radiator fan, this suffered badly from inadequate voltage, so I interposed a relay,(with an integrated fuse), with remarkable improvement, the fan really percolates now.
He took the feed for the fan from the fuse block supplying the windscreen wiper/washer. I ran a new electric line directly from the + terminal, and failed to disconnect the original line.I also failed to tape up the end of the original wiring. Over time the +ve end of the PO's found its way to an earth!!
Blown fuse every time.
Reminds me of the cow who delivered 2 gallons of lovely creamy milk, and on the way out of the dairy she kicked over the pail!!!!

How exactly are you testing the wipe/wash systems with the ignition off? Are you running them with the key on accessory? Or are you completely bypassing the ignition switch?
