1990 740 GL - Regina - won't accelerate past ~20mph 700

1990 Volvo 740 GL (non-turbo) with Regina Fuel Injection.

This morning the car started fine, but when I went to accelerate to driving speeds, it would not accelerate past about 20mph. No lights, and the only error code is 3-2-1.

I parked it and tried it again this afternoon. At first it was fine, but after stopping at a stop sign it would no longer accelerate past 20mph again.

With the pedal almost to the floor, it tops out at about 20mph. There is no backfire and everything seems normal.
Idle is fine with only minor fluctuations between 700-800rpms.

With the car in park, I can press the accelerator and the engine responds with no hesitation.

This ins't a bosch car, so there is no AMM.

Any thoughts?

    Being a Regina my first though is the Ignition Control Module mounted to the coil ( Near Drivers Side Strut Tower ). also the RPM sensor on top of the transmission can cause all sorts of problems.
    Ive got a 91 Regina and they can be a pain to diag properly. another thing to check for would be Vac leaks or as others have stated collapsing hoses, though if i remember correctly the intake hose on the Regina's is plastic and would crack and not collapse.

    I had the same problem with my '92 740. It was a clogged catalytic converter. Apparently there are cone-shaped pieces in it that eventually break off and block the exhaust. It will be ok in the morning before the exhaust blows the pieces to clog the exhaust. The dealer (Crest in Macomb Twp) told me I needed a new transmission. I saw something about the converter here on the Brickboard and got a cheap one. 8 years later, still running.

    I would check fuel pressure as the previous poster stated. You need 35 psi at idle, and 45 psi with vac line from FPR disconnected. Also, with vac line connected, blip the throttle and fuel pressure should increase from the base 35 psi. If no other obvious problem, collapsed hose, etc., I'd put some money on the fuel pump.     Sounds like a fuel delivery issue. Could be the main pump, under driver side. You're not likely to see any symptoms while in park unless you put a FP gauge on it.

    I had one with similar problem. The original pump was worn out such that it would pump good some of the time but suddenly drop pressure as the rotor in the pump began to wobble in the bushings. (at least that's my theory of what was happening) I noticed it after jury rigging a pressure gauge to the fuel line and revving it until the anomaly occurred. Then I took the pump out and hooked it up to a redneck test rig where I could actually observe the delivery rate and pressure.

    Anyway, a new pump and filter solved that issue for me. For you, I would also suggest considering the in-tank pump and filter to be at fault as well as checking the FPR. (all in the FAQ)

    Check the air cleaner box - On our '90 744 TI, the foam liner to the top of the box fell apart and clogged my air cleaner!

      There have been postings in past by people that have had a problem with the flexible air intake dust (from air box to throttle body) wanting to collapse under heavy throttle. This is hard to simulte though simply by reving the car in neutral. You may see it if you have an assistant put the car in gear, hold the brake, and then throttle down. If you do this be sure to observe from BESIDE the car vs in front. I would have to think that if the duct is collapsing you would surely want to explore for an air box restriction as James suggests - deteriorating foam, super dirty filter element, airbox full of dry dog food, dead animals, etc., in addition to just replacing the duct.

      A restricted exhaust system can also cause these symptoms - clogged cat or muffler. If you still have the original cat the honeycomb may be breaking down and clogging the exit.

      BTW - code 3-2-1 is to be expected if your car received the post-production cold start mod which, as being a 1990 Regina, it should have. Ignore that code.
