Yes, most of the time. It depends on which of the TWO relays inside that white cover is failing. Besides the "pump" relay, there is a "system" relay that seldom fails, but when it does, the FI system is totally dead.*
(Aside to Onkel Odo: There is no component diagram on the white plastic LH relay case.
But the terminals to connect to force the pump ON are 30 and 87-2.)
Here's an alternative to paper clip fuse jumpering: Get a spare relay and force the pump relay contacts closed with a short piece of rubber hose. (See pic below). Then simply plug in that relay in place of the suspected one.
NOTE: If the pump is good, it will run as soon as the "rigged" relay is plugged in.

* A 3-legged "Y" jumper will bypass both pump and system relays. Power (30) is wired to pump (87-2) and System (87-1) to power ECU, AMM, Injectors, etc. Adding an inline ON/OFF switch to the +12V terminal 30 wire leg will allow the pump to be temporarily controlled as needed.
NOTE: This jumper should ONLY be used as a temporary fix, as it nullifies the built-in Bosch FI Safety shut-down in case of an accident.
