Down here in sunny California, a 740 in that condition would easily sell for $2000-$2500 USD.
I would do only the following to get it running, and then figure out what else it needs based on how it drives:
-Drain the tank and fill with fresh gas
-Change the oil
-Change the cap, rotor, plug wires and plugs
-Replace the timing belt AND the belt that drives the oil pump (this is very important and a common failure mode for B234Fs).
You could need new shocks, bushings, motor mounts, etc. but maybe not. The car is only but the mileage is low. You may be pleasantly surprised.
