Fuse Block Voltage 200

Hello I have a 1991 Volvo 240 wagon. The problem I am having is that the right rear taillights are not working along with the instrument panel (left is fine). The fuse that corresponds to this is fuse 16 and it keeps blowing. I followed the wiring from the tail light and discovered a brown wire that lost its insulation and was making direct contact on the inside metal panel. I repaired that wire and thought that would fix the problem...it didn't. I tried to trace the brown wire to see where it went to and I am unsure. I believe it goes to either the license plate bulbs or the rear defroster because it did not lead to either rear tail light panels.

I have been testing the Fuse Box with my multimeter and it keeps on confusing me. I have been comparing fuse 16 and 15 because they are connected to the tail light panels separately. Fuse 15 works fine, however fuse 16 keeps blowing every time I put a new fuse in. I tested the left side of the fuses and they both get battery voltage. I tested the right side on fuse 15 and it gets .03 Volts. I tested the right side of fuse 16 and it does not get any voltage. Should fuse 16 be getting any voltage on the right side? I am curious why the lack of voltage would cause the fuse to blow.

I would appreciate any suggestions or recommendations. I will keep working at it and let you know what I find.
