high idle after IAC cleaning 700 1992

Hi All,
Stumped on this one. Insanely high idle (like 3000rpms)= double checked all the hoses and clamps. Swapped out the IAC for a known good one off the shelf - same thing. Disconnnected cruise cable in case it had gone bonkers - same thing. Then I took the IAC out of the loop by disconnecting it at the intake bellows and at the intake manifold and plugging every thing up - same thing. How could air be getting in there? Throttle plate is closed and TPS is clicking properly. I didn't even touch the TB, just the IAC. I noticed the vacuum line had fallen off the back of the Cruise control activator and I plugged that back in and other than that all I touched was the IAC and the hoses. How is this racing happening? Any ideas welcome. This is a turbo btw.

    I hate to say this but it just stopped doing it. I was removing and plugging all the vacuum lines in the manifold, confinced that one of them was pouring air in somehow. Was making no progress and I just plugged them all back in and it stopped doing it. Put the IAC back in the loop - still normal so I don't know. I hate these kind of resolutions. Buttoned it back up went for a ride - there is definitely a "learn mode" on these ECUs because for a few miles the idle was too high and when I put in park it would lope up and down but after about 30 minutes it returned to normal. Thanks all for the input. Now on to winterizing the boat...

    Check the TPS for proper operation. It is essentially a switch that has continuity at the stops. Instructions in the FAQ.

    Only two suggestions I can give:
    Check your throttle cable is routed correctly.
    I would pull that vacuum line that you plugged back into the cruise. Maybe it doesn't go there? I do recall a blocked nipple on the cruise that serves no purpose. It looks like it should have a hose connected, but it doesn't.
