I also have a 1982 B21F K-Jet with Chrysler White Cap ignition. The "flat round piece" you're referring to is known as the Hall-sender or Hall-Sensor or Impulse-Sensor. The Hall-Sender is an electrical/electronic device which senses voltage changes as the metal rotor-blades pass through its magnetic field. It sends a signal to the ICU to tell it that the engine is spinning, to fire the coil, and set ignition timing. More information is available at http://en.wikipedia.org/wiki/Hall_effect
The part you're looking for is a a fairly long-lived item, and therefore, not in great demand. They usually last a long time. New ones are available, though, but you're going to pay big for it. I recently purchased a new Hall-Sender/Hall-Sensor/Impulse Sensor to store up just in case I need it for some reason. Since I intend to keep my Volvo as is - with the Chrysler/Volvo Ignition system, this was only prudent. I got mine at:
http://www.autopartswarehouse.com/sku/Volvo/245/OES_Genuine/Impulse_Sensor/1982/GL/4_Cyl_2-dot-1L/W0133-1599850.html?tlc=Engine+%26+Drivetrain
If you paste in the link, it'll take you right to it. It'll cost you $241.00. Shipping is "free". The original Volvo part# is 1332207. The Impulse-Sensor I received was a NOS OEM Volvo part. It didn't have the pin sheaths on the pins, though, and so I'll need to order more of them direct from a Volvo parts dealer.
I am curious about how you jury-rigged your Hall-Sender/Impulse-Sensor with aluminum foil. Sounds interesting. perhaps you can write up a small "how to" on it so the rest of us can make a note of it -- Just in case.
Good luck
