No Power on fuse#4 200 1988

I have a 1988 volvo 240 that won't start. Checked main fuel pump relay under glove compartnment- it clicks.Fuse #4 is good but there is no power even with the key on.There is no power at the main fuel pump also even with the key on. The fuse at the driver's side strut tower is also good.If I apply power direct from the battery the main pump would work. By the way, I also replaced the fuel pump relay to rule out a bad relay to no avail. Any suggestions what to test next would be appreciated. Thanks.

Tracing power is the right way to troubleshoot, as opposed to testing individual components. The fuse under the hood can look and be good, but its wiring still not supply power under load to the fuel relay. Check for power at the thick red wire that goes to terminal 30 of the fuel relay, while cranking. If it falters, repair that red wire at the blade fuse holder.

I thought it was fuse #5.

Also, did you remove the fuse to check it, or just examine it? You should always remove your fuses to check them.

Does your tachometer move at all when cranking? Did you check for spark?
As I understand it, the fuel pumps won't be turned on by the ECU unless the ecu gets a sensor from the engine rotating.
