Tracing power is the right way to troubleshoot, as opposed to testing individual components. The fuse under the hood can look and be good, but its wiring still not supply power under load to the fuel relay. Check for power at the thick red wire that goes to terminal 30 of the fuel relay, while cranking. If it falters, repair that red wire at the blade fuse holder.
