Why not use old shell for urethane bushings? 200 1982

I guess that this settles the matter !

Good Afternoon Neal
The bushings have been designed to have shell part removed
If the shells are not removed the sizing of the bushing will be incorrect.
The bushings will be too tight in the arm which will in turn potentially cause failure of the arm.
