low power to coil 700

You would not measure voltage "across" the coil terminals. The 3 volts while cranking is of no relevance if you were measuring from one coil terminal across to the other. Not even sure what that reading would mean, it is not a meaningful diagnostic check. However both sides of coil should have 12 Volts to ground when the key is first turned on. For now that is all you need to check. Put the meter aside.

What you really need to know is:
Do you have a good spark at the plugs.
Are both fuel pumps running
Is cam turning (just look in the oil filler).

These three simple things are the start of diagnosing a no start assuming the engine is cranking OK.
