Idle Surge Update 200 1990

So after cleaning and checking everything between the outside air intake and the intake manifold, I decided to test the O2 sensor. Voltage was holding at 0.1v with no other changes - OK its shot. Unplugged the 2 plug heater and idle smoothed right out. Plugged it back in and it surged again. Unplugged the single O2 sensor wire and again it smoothed right out. Measured voltage without heater wire plugged in - .1 to .2v Plug it back in and voltage jumps to 5+ !!! It is a splice job (stupid idea), but I used really good quality all weather crimps and wrapped evrything with silicone tape. Could it still be a short? And does the O2 sensor have that much effect on the idle?

    Idle Surge Update 200 1990

Thanks to everyone for their previous responses to my idle issue. I finally found that the heater wire for the O2 sensor was grounding out from moisture due to my sloppy splice job. Lesson learned - BUY THE RIGHT PARTS!!!!!!
