The pipe has solid aluminum plugs welded into the ends, with flat surfaces that bolt into the strut plate brackets. The bar can pivot on the single bolts at the end, you wouldn't get any meaningful stiffening in that plane anyhow. It just stops the tops of the strut towers from leaning in and out.
