Yup, reportedly the functioning rear fog light is on the driver's side. Switched for left/right hand drive cars.
My '89 has rear fogs on both sides, as did my '86. Somewhere along the line they went to single-side only to avoid the confusion of drivers thinking they were brake lights.
I think in Europe those rear fogs are pretty common so they get recognized when seen. Here, they seem to generate confusion almost no matter what the circumstances.
I do use the dual rear fogs on the '89 for foggy/rainy conditions. I also use them for drivers following too close behind me. Sometimes they get the idea and back off. If not, I give them a good dose of the REAL brake lights, that usually fixes it.
