EDIT correction thanks to Art's posting the '78 diagram below.
I was going by my hand-drawn cheat sheet based on '79 and later.
"fuses are good."
Is that based on using your test light, like you did at the pump?
If not, use the test light at fuses 7 and 5 (voltage in on Left contact, out on Right).
Fuse 7 should always have 12V coming in from battery +. Output goes to Fuel relay 30 to be "relayed" out from 87 to the pumps when relay is energized.
Fuse 5 [NOT 13 in '78] should pass "Key On" 12V to Fuel relay 15 to "help" energize the coil.
Energizing Fuel relay coil also requires coil pulses at 31b, as SdW said.
• I've seen a '78 get towed because the relay coil fuse "looked OK" but could not pass enough current to "pick" the Fuel relay.
