240 intermittant starting+low power problem-fuel pump related? 200 1985

This 85 wagon has a strange problem. Sometimes it won't start or has very
little power. If I disconnect the fuel return hose (to the gas tank I think) on
the vaccuum operated valve at the end of the fuel injection pipe,then crank
it over for 10 seconds or so, then turn off the ignition and reconnect the
hose, then crank it over, it will start up again. While the return hose is
disconnected and cranking it over, only a small amount of fuel will come out
of the hose. I'm not sure what that valve does, so I don't understand the
problem.
A couple years ago I replaced both fuel pumps and filter- brand new tank pump and a very new looking main pump from a junkyard.

    It is the fuel pressure regulator, it keeps a constant pressure of fuel flow going to the injectors and returns extra fuel to the tank. Fuel is supposed to come out of the larger hose but not the vacuum hose.
    Fuel will only be returned when the main pump is running.

    Is the fuel pump relay working? Check the 25 amp fuse, fuse holder and connection to the battery for corrosion or poor electrical contact.
