B230 timing belt situation 700 1990

Humbly submitted for the board's consideration,

After some reading on the BB, I suspected my cam gear might have been set one tooth ahead of its proper place on the timing belt.

I pulled back the top timing cover, and removed the plugs.
When I turned the crank to get the cam gear and crank pulley marks lined up,
I observed two puzzling things:

#1. The timing notch on the crank pulley won't land anywhere CLOSE to 0 degrees at the same time the cam gear mark lands at 11:00. (more like 180 degrees off).

#2. The position of the crank pulley when compression stops pushing past my finger in the front spark plug hole is the same as when the cam gear is at
11:00, (about 180 degrees off).

The car runs normally.

It would seem the harmonic damper has slipped. Any suggestions?
