Non-volvo question

My buddy's dodge neon has no heat. the temp gauge never reads anything over 5% of it's sweep and then only when the engine is really run hard for a long time. there seems to be no leakage of coolant....my thought is that the thermostat may be stuck in the open position....and that because it is below 10 Degrees F here that the car never overheats and in fact never heats up.....any other thoughts?

    Either the thermostat's stuck open or Chrysler thoughtfully provided him with one for, say, the Arizona region, where "hot" is 115 and "cold" is 75.
