Used '93 240: Steering rack leaking PS fluid

I have been looking at buying a used '93 240 however, it has two problems including a heater that will not shutoff and a power steering fluid leak from the steering rack. While the heater is a minor concern, I am troubled about the PS leak. In the past, I have seen and fixed power steering hydraulic hose leaks but I had not seen a leak emanating from the steering gear rack. Has anyone seen this problem and if so, how common is it and more importantly, how difficult/costly is it to fix?

Used '93 240: Steering rack leaking PS fluid

Never did figure out which years the blower motor can be shut off 100%, and which stayed on low speed otherwise.

Rack may have been low before and the lack of lubrication made the wear worse on the seals. Resolution is to replace the rack, either with a non-leaky used one (cheaper, but unknown for longevity) or a rebuilt one (more costly, but you should be good for a long time).
