I recently purchased a fuel economy gauge and a small tach off of eBay. My question is how easy/difficult are they to install for someone who has very little knowledge about working on cars? Is it recommended that I ask my local Volvo repair shop to install them instead?

    the tachometer just needs a wire from the coil to it; there is one in the dash, although that does not mean it still works after 20 years.

    I would get a local shop to do it, they'll be less expensive than a dealer.
