Gas cap door won't open. Solenoid okay. Relay? 850

same thing happened to me on a 2000XC. i honestly don't know what i did to get it open though i did cycle the ignition switch a number of times and pressed the remote door lock. finally it opened. i think the problem was in the relay in the drivers door. i should also mention that i also removed the interior trim panels in way of the solenoid. volvo in all their great wisdom didn't attach a manual release as is found on most cars with the locking door flap.
