I saw an explanation posted sometime back that went like this:
When an ABS controller fails, you still have brakes (just no Anti-Locking)so the car is still safe, etc.
When an ETM fails, it can leave the car immobile, which could lead to serious safety issues depending upon where and when it fails.
Therefore the Safety Board will investigate Throttle Modules but not ABS issues.
I do not know if this is true, but it does sound at least plausible.
