A2 DTC 1-1-3 : code will not clear 850 1994

I am getting a 1-1-3 DTC on my N/A '94 854. I found a wonderful post by Hamfisted listing not only the possible meanings, but the course of action to take.

My problem is, the 1-1-3 will not clear. When I follow the procedure to clear the code, after the 1-1-3 repeats, instead of getting a 1-1-1, I get one long light -- about 3-4 seconds long. The code stays put, and the CEL stays lit.

Any suggestions ?
