1998 V70 Windshield Washer Fluid Level Sensor & Pump for Rear Windshield V70-XC70 1998

Any one know how this thing works? Mine has been on constantly and today I pulled it and the rear pump out of the reservoir.

How does it sense fluid level? Resistance check shows infinite ohms in or out of water. Never seen one like this before.

Also the rear washer pump has corrosion problems. I took it apart once and noticed that one gear shaft appears to be stainless steel, but the motor shaft is . . . plain steel. Guess which one is rusted? It'll only work until the lesser metal corrodes . . . what was VDO thinking?
