Bad gas mileage 850 1997

I have a 1997 T5 wagon with 35K miles. My gas mileage is averaging 16.5 mpg. I changed the plugs, fuel filter, air filter, etc. New tires. Synthetic ATF.

I used Alan Peppers software..no codes are shown.

I have another 1997 854 GLT with 86k miles that is getting +21mpg with similar driving and maintenance.

Thanks for any ideas on why the mpg is so bad.
